According to the Law – On communication, subscribers shall be obliged to register on IIN for resident/passport data for non-resident own subscriber devices (mobile telephones, laptops, modems, watches with SIM-cards, etc.).

M2M devices and devices that are in roaming in the territory of Kazakhstan are not subject to registration.

We request all subscribers to take a responsible approach to registration of their mobile devices. Cellular communication operators do not have the right to provide communication services for unregistered devices. In the absence of registration of the device, in accordance with the requirements of the Law «On Communication», communication services will be limited.

These norms are required in order to reduce the number of telephone thefts, as well as to strengthen the fight against extremism and terrorism.

This is an international identifier for each subscriber device (mobile telephone, laptops, modems, watches with SIM-cards, etc.) that is «sewn into» the phone during manufacture at the factory. This code of the subscriber device is transmitted to the operator during authorizing a phone in its network.

IMEI-code serves to identify the device on the network and is stored in the firmware of the device. As a rule, IMEI is indicated in four places: in the device itself (in most cases it can be displayed by dialing *#06# on the keyboard), under the battery, on the package and in the warranty card.

The manufacturer of the subscriber device assigns to its device a unique/original identification IMEI-code. However, there are cases of manufacturing pirated versions of original devices in world practice. They can have a non-unique IMEI-code, exactly the same as the original device.

There can be subscriber devices with the same IMEI-code in the networks of communication operators. Such codes are called as non-unique or duplicate.

According to the requirements of the legislation of the Republic of Kazakhstan, since January 01, 2019, devices with non-unique IMEI-codes are not subject to registration. At the same time, if you registered such devices earlier in the Kcell/activ network, they will work.

Pay your attention that during de-registration of such devices, you will no longer be able to register them and use them on any network of cellular operators of the RK.

Therefore, in case of transferring such devices to subsequent users, we advise you to re-register them in accordance with the procedures.

It is possible to check the registration of the device via web-site: http://imei.rfs.gov.kz/.

For this purpose, you need to do 2 steps:

  1. Enter the IMEI-code of the device to verify its registration. In order to find out the IMEI-code of your device, dial *#06# on your phone.
  2. Enter the verification code from the image.

If you have not registered the subscriber device yet, in this case during installation of the SIM-card into it, you will receive the SMS on registration procedure. Then you need to send a reply SMS with the IIN number for the resident/passport data for the non-resident, to which you register the device, or via the USSD-code *660*1* IIN # and button of call completion or *660*1*passport number# and button of call completion.

All mobile devices that have not passed an independent registration and recorded in the Kcell and activ network by the 1st of January 2019 were automatically registered for the registration data to which the subscriber number was registered.

If you want to re-register the device to yourself, your subscriber number shall be registered with your IIN or passport data. This can be done via USSD code *660*3# and button of call completion.


It is possible to check the registration of the device via web-site: http://imei.rfs.gov.kz/.

For this purpose, you need to do 2 steps:

  1. Enter the IMEI-code of the device to verify its registration. In order to find out the IMEI-code of your device, dial *#06# on your phone.
  2. Enter the verification code from the image.

If you are a resident of Kazakhstan, the fastest and most convenient way is to send your IIN via SMS to the number 6006.

Another way is to dial the USSD-command with specification of IIN — *660*1*IIN# and button of call completion.

It shall look like this: *660*1*980930000000#, where instead of the numbers 980930000000 you correctly enter your IIN. IIN consists of 12 numbers.

If you are a non-resident of Kazakhstan, you need to specify the passport number in the SMS or dial the USSD-command *660*1*passport number# and the button of call completion.

It shall look like this: *660*1*N0395277#, where instead of N0395277 you enter your passport number. Passport number consists of 8 symbols.

Find your IIN

On old type IDs:

  • Under your birthdate on the front side
  • Under the barcode on the backside

On new type IDs:

  • ЖСН / ИИН line on the front side

In passport:

  • ЖСН/ID No line

If a foreign person (tourist, etc.) in Kazakhstan uses roaming services, in this case it is not necessary to register a device with a foreign operator’s SIM-card. If the device uses a SIM-card of Kazakhstan operator, it shall be subject to registration.

If the device is used by a child who has not reached 14 years old yet, the parent or trustee shall register it on own IIN for the resident/passport data for the non-resident. If the user has reached 14 years old, then he/she can register the device in binding with his/her own identification data.

If you buy a new mobile device and inserted your SIM card, you will receive SMS about the registration procedure on the new device. Then you need to send a reply SMS with the IIN number for the resident / passport data for the non-resident, to which you register the device, or via the USSD command *660*1*IIN # and the button of call completion or USSD command *660*1* passport number # and the button of call completion.

Let us recall that communication services are provided only to registered devices. Until you pass registration, communication services are limited: only registration services and emergency number 112 are available. Therefore, device registration in Kazakhstan is an obligatory process for receiving communication services.

Registration of device for a natural person usually passes quickly, but the maximum time can take up to 4 hours. As soon as you send the registration data, SMS on status registration will be sent to the device.

If you are going to purchase / buy a formerly used device, you should ask the seller before purchase whether the registration of this device has been removed from the previous owner. If the registration is removed, pass the registration of a new device via the USSD command *660*1*IIN# and the button of call completion if you are a resident of Kazakhstan. If you are a non-resident, then via the USSD-command *660*1*passport number# and the button of call completion.

If registration is not removed, please re-register the device — for this you need to know the IIN/passport data and subscriber number of the previous owner or seller.

To do this, insert your SIM card into the purchased device and dial *660*3# and the button of call completion. Select the re-registration menu. Next, enter the subscriber number and IIN/passport number to which the device is currently registered.

If you plan to sell or hand over the device, we advise you to unregister it (if the device does not contain a duplicate IMEI-code) or re-register this device to the new owner during the handing over.

If the device contains a duplicate IMEI-code, we strongly recommend not to remove registration, but to make re-registration of the device to the new owner.

De-registration via the USSD-command is possible only if the IMEI-code of the device is unique.

  • Insert the new owner’s SIM card

  • Enter the subscriber number and IIN of the previous owner, press «ok»
  • Device has been successfully reregistered

If your device, which you sell or hand over, is registered for passport data, in this case during re-registration and de-registration, you need to specify them.

The device is likely to be blocked at the request of law enforcement authorities. Or, if your device contains a non-unique IMEI-code (duplicated), and/or de-registration has occurred on it. If your device is blocked, contact the law enforcement authorities with the box of the device and documents proving your identity.

It means that the IMEI-code (international identifier for each subscriber device) of your device is duplicate.

If you re-register the subscriber number to another person, the registration of the device with this number will be canceled (during de-registration or re-registration of the device with another number).

We remind you that it is not recommended to deregister devices with a non-unique IMEI code, but making re-registration is recommended.

To make re-registration of the device, follow the steps below:

• Insert a new SIM card into the purchased device;

• Dial * 660 * 3 # and the button of call completion;

• Choose the re-registration menu;

• Enter the subscriber number to which the device was registered;

• Dial the IIN to which the device was registered.

Take permission from the company to re-register your subscription number to your IIN, if you are a resident, passport data, if you are a non-resident. Permission is issued in any text form on the official letterhead of the company with the seal. Then, contact the Kcell subscriber office with documents confirming your identity, permission and make re-registration of the number to your data. The assistant in the subscriber office will register your device.

If your subscriber number, which is used in the tablet/modem/router/watches, is not previously authorized in the Personal Account, then you need to authorize on this subscriber number.

If there is no SMS sending function in such a device, you need to remove the SIM-card from the device (tablet, modem, router, watches). Then insert the SIM-card into the phone and send a non-empty SMS to the number 245. In response, you will receive a password to enter the Personal Account. (If the device has access to the Internet, you can enter the Personal Account from it, log in and register)

Then you need to re-insert the SIM-card into the registered device (tablet, modem, router, watches) and log in to the Personal Account. Personal Account is on the websites of kcell.kz and activ.kz. After that you need to confirm the acceptance of the Agreement for the Personal Account on the subscriber number of the registered device and carry out registration of the device.

If your iPad with an iPhone are registered only by one apple ID, set the phone number in the iPad settings to send messages.

Machine-to-machine communication devices M2M (car alarm systems, sensors and trackers, security systems, terminals, gateways, etc.) are not required to be registered according to the Rules for registering subscriber cellular communication devices. M2M (Machine-to-Machine communication) is a common name of the technologies that allow the instruments to exchange information with each other. These are wired and wireless sensor systems that transmit information from one device to another.

It is necessary to contact the law enforcement authorities and submit an application on theft of the device. After corresponding blocking, the device will not be able to work in the networks of Kazakhstan mobile operators.
